ROCKVILLE, Md. — Skanska USA announced its Federal Center of Excellence, whose nationwide team of experts leads the industry in construction services for government facilities, has hired Russ Alcorn as vice president.
In his new role at Skanska, Alcorn will utilize his 33 years of experience in federal construction to provide expertise and assistance with Skanska’s federal construction projects across the United States. His responsibilities include helping to identify federal pursuits, reviewing federal solicitations and assisting with proposals and presentations to federal agencies.

Prior to joining Skanska, Alcorn worked as an operations manager for Hensel Phelps Construction Co. where he oversaw major federal construction projects and was responsible for the procurement and execution of successful, profitable and safe projects, including the U.S. Southern Command Headquarters, U.S. Army Corps of Engineers, a $278 million design-build project in Miami, Fla.
Alcorn’s construction experience also includes work on airports, courthouses, correctional facilities, hospitals, parking facilities, resorts and water treatment plants and includes federal clients such as USACE, FAA, NASA, FBOP, NAVFAC and GSA.
Alcorn is a registered professional engineer and is a designated design-build professional. He received his Bachelor of Science in Civil Engineering from Southern Illinois University.
