Rutan & Tucker, LLP Launches Infrastructure/P3 Practice

COSTA MESA, Calif. – Combining decades of experience in the construction, real estate and public law industries, Rutan & Tucker, LLP has created a public-private partnership practice group. Chaired by Silicon Valley’s Construction Partner William Eliopoulos, the practice group counsels clients engaged in complex and innovative public building, transportation, transit, power and water infrastructure projects.

The P3 group assisted the Design-Build entity in achieving commercial close on the Long Beach (California) Civic Center P3 Project — the second P3 social infrastructure project to attain commercial close in the U.S. The group is currently construction counsel for the California High-Speed Rail Authority, as well as for one of the two final proposers on the UC Merced 2020 Campus Expansion Project. Rutan is also advising the Santa Clara Valley Water District on its Advanced Water Purification Center Project, an alternative Design-Build/P3 proposal procurement to build one of the most advanced wastewater purification facilities in the U.S.

Rutan has been further involved in innovative infrastructure delivery on projects including the Detroit Streetcar P3 Project (a hybrid publicly and privately financed effort to reinvigorate downtown Detroit, Michigan through the city’s first light rail system), the Houston (Texas) Metro Rail Project, San Diego’s Brown Field International Airport Business Park Project (California), the Sonoma-Marin (California) Area Regional Transit Rail Project, the Poseidon Huntington Beach (California) Ocean Desalinization Water Project and the Orange County (California) Water District’s Groundwater Replenishment System Project.

Since 2012, Rutan has hosted a leading symposium on Design-Build and P3 to promote innovation in the construction industry in Northern California. The symposium brings together industry leaders to discuss cutting-edge issues in construction and project delivery.
